good question. They both increase range is the bottom line. Who cares how? But is it still bugged?

To me it is extremely noticeable. I think the problem is that even without the enchant the proj goes off the screen a bit. I made a video and at the very end you can really see the difference.

Perception is reality.
Depends on how you play, damage is fine if you're moving then clearing then moving. However, with the decelartion enchant, you can cast it about 2 or 3 times, then whirl/shield charge across the map. All the mobs fall in line behind you to chase you, along with your projectiles, constantly getting ate up and leaving a wake of destruction in your path. I would run Strand in this same manner, only stopping to pick up loot every now and again when it was worth stopping. The way I see it is that damage can be gained min/maxing, a lot of the lab enchants only exist in those enchants. To each his own, gl.

Behavior (assuming the Decel enchant isn't bugged/gets fixed).

Both effectively increase the range of Spectral Throw, but they do it through different means. Deceleration means the projectile moves slower and is more likely to hit very large targets (a'la bosses) more than once during its flight. Faster projectile speed means the thing moves faster - it loses that speed at the same rate as before but the higher start point pushes the 'Return' distance out further, so you can hit larger packs but seldom hit anything more than once.

Which one works better for you depends on how your particular Spectral Throw plays. Proj speed is the traditional Spectral Throw clearing stat, but decel may work just as well. Or combine them both and see what happens.
