Writhing Talisman Problems

I bought a Writhing Talisman and this is the first time equipping it, When i put it on i had no change to Tooltip DPS (please note, i am a pure phys cyclone) Is this a bug, should my dps have changed?

Cyclone is in fact an attack, so it should affect cyclone (To my knowledge)
