No, why would you say that?

You can still get Chance to Freeze on Items and the Tree.

Also by converting half your lightning damage to cold damage, any cold damage% nodes you take will effect half of your damage (where before they wouldn't interact with your damage at all). That is to say, if you wear a CotB, do 100 lightning damage normally, and then take a 10% cold damage node, you'll do 105 mixed damage in the end.

This makes the combined Lightning/Cold passives and jewels extremely point efficient. Storm Weaver for the former, and whatever jewels for the latter.

The real reason to use CotB is of course Vaal Spark.
