Fairgreaves on vacation?

Fairgreaves is missing.
Done the quest so many times and know where he's supposed to stand.
As the picture shows I got the quest items but since he's gone it's tricky to get somewhere.
Have I missed something?

I did restart the game.
Please tell me if you need more info. :-)
