2.0.4b Patch Notes

We've been working on substantial improvements to ground effects which were initially planned for inclusion in the 2.0.4 patch, before being moved to 2.0.4b. The changes haven't yet passed quality assurance, so we're going to deploy the rest of the patch without them and release a follow-up 2.0.4c that includes them as soon as they're ready. Sorry for the delay!
