No. They just copy the visual effect of the buff so that they look like you. They don't have the skill active on them.

No - as above, damage increases that are conditional on properties of the enemy can't apply to damage over time, only to hits.

Ideally, DoT will eventually be able to be affected by such modifiers, but that's going to require some significant refactors, and is currently planned for the long term.
