You're right, if it were truly RNG you'd jump to a random level between 1 and 100 with each "level-up", and instead of Atziri's Place you might end up in Hobbiton or Sweden.

the atztir stuff is double gated by rare RNG Drops

thats what I ment and what is directly taken from warfram, the void, the keys, Cords etc.

basicly it IS ment to anoy the player and drive them to buy, usaly, or start over and try some other char build ... ur decision
