Suggestion: Increase FPS for Discharge and Ground Effects

2 solutions pick one.

1. Replace the entire discharge animation with other much simpler animation. May be just like lighting version of ice nova, lighting version of flame blast.(blue color theme)

2. Nerf Discharge to the ground, so no body use it.

They already limited the animations on discharge AND they've said for months that ground effects were getting dealt with...most recently today which confirmed that it would be included in the 2.1.0 patch.

ground effect is was improved a bit, yes. still lags in big parties though.
discharge still lags like crazy and ppl don't want dischargers in a party.
