Suggestion: Increase FPS for Discharge and Ground Effects

I'm running PoE on a computer with not so bad hardware (ATI Radeon GPU though).
I played Mjölner discharger, CoC discharger and The Whispering Icestorm.

In the past discharge was a skill that was used to released all your charges once after you went through the troubles of gaining them. Nowadays with voll's amulet, voll's armour and mjölner you gain them very quickly and thus you can discharge a lot. With this change in game mechanics it would be at least appropriate to change the game mechanics of discharge too. A mjölner or CoC discharger clearing a map makes the team see nothing but bright explosions all the time. That's annoying for everyone. My suggestions are the following:

i) Some option a player can enable to reduce the graphical effects of discharge drastically

AND/OR

ii) limit the graphical effects to a fixed number per second. I.eg. if discharges procs 10 times per second, simply show the first and the last graphical effect of discharge.

Imo this would suit the majority (if not all) of the PoE community.

The same should be done for Icestorm. When I play in a party using The Whispering Ice, everyone complains about the huge graphical effect and dps drops from the ground effects granted by Icestorm.

2012 issues, better wait for PoE 2
FPS issues and lack of optimization this game has is the number 1 issue for ATI users (and some nvidia as well)

really sad that I don't even want to use my MTX's because I have to squeeze every little bit of FPS to play my LA ranger to avoid / minimize fps lockups. --- makes me think before buying more MTX ---

I can't believe it has gone this long without being addressed.
