Puncture + Chance to Flee viable in HC?

I imagine Puncture + Chance to Flee + LMP/GMP being a fun and interesting build. Mobs would nearly never reach you, and Puncture doesn't do enough spike damage for reflect to rekt you. Does anyone have any insight on whether or not the build would be viable, and if so any specific gear that might make it much better?
From what I've previously heard, both rare and unique monsters all have a very high chance to avoid the chance to flee. For the trash mobs, puncture should kill them quickly enough, but when it comes to the rares & uniques that you actually want to run and die, nothing will happen.
