Is the shock helping me in this particular situation?

I am currently running a spectral throw - cast on crit - Cold Snap + Voll's Protector build. (That was a mouthful)

I am wondering how the proc interacts with the shock caused by a critical hit from the spectral throw. (I am adding a small amount of lightning damage with herald of thunder) If cold snap procs the frame after spectral throw hits, then the enemy should be hit by cold snap in the millisecond or so that it is shocked. Alternatively, cold snap might proc at the same time as the hit and not get the benefit of the shock. It is difficult for me to tell if the shock is happening at all, and herald of thunder does not always proc when I think it would.

Does anybody else know what is going on?
There is a minimum damage to monster max hp threshold to cause a shock. "If the duration would be below 0.3 seconds, the shock effect is not applied; at base this is equivalent to 1.09% of the target's effective maximum life."
