That report shows an unusually high response time for the first hop, this is usually between your computer and modem/router and should be extremely quick, are you on WiFi by any chance?

Also the trace is to the website, as you are able to post here I'm assuming you do not have any difficulties logging in here, can you try running the trace to the gateway you normally use? You can find the address for the gateway in this thread: https://www.pathofexile.com/forum/view-thread/361292
