[Theory Build] Elemental Tornado Shot

Posting this for my little bro. He wanted to try a non-rippy ranged build and he thought tornado shot looked fun, so I came up with this build for him. It's pretty much Buzzsaw but with Tornado Shot but has 25% chance to shock.
