[Not a Bug] maligaro's restraint + elemental proliferation

i'm not sure if this is actually a bug, but it seemed unlikely that it was intentional behavior.

when shocking yourself via maligaro's restraint, if the source of your shocking is linked with elemental proliferation, shocks will proliferate from your character. in other words, if you shock a monster then any monster within a certain radius of you will be shocked. the proliferation animation even shows up around your character. i can easily reproduce this, and if need be can show it through video/pictures.
