Confirmation on wand crafting

Hey guys,
I'm looking for a wand and found this one:  It's a good wand, but I was surprised by the fact that you could get such a good one from pretty average stats + only crafted mods. Then I looked at the wiki and saw this for Tora:  I would just like confirmation that this wand is basically legacy. Was this one of the reasons why it's been removed? Thanks. Yes, hybrid damage/accuracy master crafting was removed from Tora and Vagan in patch 1.3.0. So yes you could call it a legacy item if you wish.

I am pretty sure that wand is not that great and overpriced. You are almost naming and shaming the owner by posting his price together with username here lol.

" Physical wands are a pain to craft because it can get mod confused (you can get both non-spell and spell mods at the same time), and it happens to be in a base item that can get high APS and crit. Two desirable stats for physical wander builds. Hell, I had one hell of drop, but it would had been a jackpot if I was able to master craft both IAS and crit chance, but sadly I can only have one or the other. This wand is around 231 pdps, and when I tried to find similar ones around this range, most are priced at like 25ex+ (because they have both IAS + crit). Any real upgrade after that would cost you a fortune.
