Could Culling Strike be Blocked?

Does Block Chance work on Culling strike?

A blocked hit cannot cull.

"This is not strictly speaking true - evasion and dodge are the two things that prevent hits. If you block, the attack hit, but did no damage, and the attacker doesn't get effects that benefit from the hit (such as cull). Your own "when hit" effects do still apply, as does stun. |
