Can someone help me make this build I saw RaizQT use?

It was two prismatic whites, and he used Cyclone with Frost Nova or something on crit and it was just insane looking.
My thing is more of just is there any other builds who use the dual wield prismatic it was just sick looking. |

Something along these lines. But it's not a crit build, it's Cast on Melee Kill.
