How about if someone were to get 90 block from tree/gear and 110% spell block from gear and acro from tree, would their final spell block be 69 or 58? In other words, will the new acro reduce to the effective cap before the .7 multiplier. How will the LESS mod deal with overcapped block. An interesting question.
block is capped at 75% (78% with anvil) so the 30% less will apply to the 75 or 78% value.
it doesn't matter if you spend any more points/block % gear after that.
You might be wrong, but this might be a pointless question because I have no idea how you would overcap block that much now.

15 BoR
4 corrupted lazhwar / 10 anvil
4 tempest shield
27 / 24 tree
You could do it if you really want. ;)
Getting 27% block off the tree is quite a journey, but it's still available.

Well going by that, if it does count in overcapped block, then you can get 65% with dodge.
