Does Chance to Freeze / Shock affect the Herald gems?

Does chance to freeze / chance to shock* edit
affect Herald of ice / Herald of thunder at all?

I'm using a Lightning Tendrils build
If it does not affect the herald gems, what's the theory behind it?

Herald of ice can freeze with chance to freeze, but herald of thunder can't shock under any circumstances. It was done that way to avoid self-propagating herald of thunder, herald of ice is more localized so it doesn't have that restriction.

The theory is to use other skills to trigger herald effects.

Well I should still go for shock chance nodes, since I am Lightning Tendrils?

If you don't go crit, yes get some shock chance and duration nodes. if you go crit the additional shock chance and duration is optional and if you go full crit, you won't need any.
