what builds are considered the tankiest builds in the game?

Those that stack the most layers of defense. A build that has capped block and spell block, has 8 endurance charges up at all times, uses acrobatics and phase acrobatics and some unique that transforms incoming physical damage to some element (lightning coil) is very tanky indeed.

There are also 'classic' aegis aurora builds, which can be left afk in a lot of situations.
