Does Culling Strike + Viper Strike Double Dip?

If I add culling strike to a viper strike setup the increased damage will affect the on hit damage, but will it also affect the debuff damage for a "double dip"?

Yes, the game rules allow it because it's not the same damage segment.
Wish the armchair developers would go back to developing armchairs.
