Can curses blind?

Hello guys :)!!
I've tryed to support a course with blind. But even if i casted the curse about 20 times i never blind. Can they do them? Or cuz they "don't hit" in the mean that they doesn't do damage, so they cannot blind? Or is the problem something else?

Exactly.

Gem states "chance to Blind enemies on hit". This can apply to minions too.
