EU-SERVER Problem since many month

Playing poe since jan 2013 and always had a stable ping(30)
Since some month (i was actually away for 4month+, but its still there) in a very specific time period on EU Server the ping goes high to a constant 150 ping. You can watch the clock each day and it always starts and stops the same time. Its from ~circa 7pm till 1am in the morning and then the ping goes to normal, in my case ping 30 again. Game is not enjoyable or safe to play in hc in this time period... and it actually feels alot more laggy and desyncish than a 150ping. WinMTR / trace route

see rather than removing lines from you test which can be very important replace the ip addresses with ********
