Temp Chains + Increased Duration + Shackles of the Wretched not working

The base duration of temp chains at lvl 5 is 5.17 with increased duration its at 10s tooltip but when my cwdt it only gives me the base 5.17 duration, is this intentional??

TC's listed duration includes its natural doubling: the timer starts at half the listed duration because the duration ticks down at half speed as well.
