Three Dragons and Static Blows

I am curious about how Three Dragons interacts with the Static Blows notable passive.



If I have both of these at the same time, does that mean that any fire damage I produce has a 10% chance to shock? Or does this mean that lightning damage now has a 10% chance to shock, and freezes on a crit? Or does Three Dragons simply negate static blows because lightning damage now cannot shock?

Any insight into this would be greatly appreciated!

That helm makes it impossible for lightning damage to cause shock. You can use static blows to shock with fire damage though.
