Why is good spell block impossible to get without uniques?

I would much rather decide if i want normal block or spell block. Now if u want good spell block u are forced to use certain uniques, which makes the game more boring.

That has nothing to do with this. Anyone can afford the uniqs that have spell block.

Economy doesn't mean "expensive items".
The whole point of a lot of uniques, especially the ones that are meant to be endgame usable is that they give certain "unique" abilities which are not found on other items. Spell block is one of those abilities.
Because Spell Block isn't a roll on rares in any slot.

Spell block can be attained from the tree, it's just not as good as what you can get with uniques.

"Why"?
Well, because the game was designed that way.
GGG is constantly changing/adding things. Maybe we'll get a spell block aura at some point.
Where there's one they're bound to divide it right in two.
Because spell block is possibly the best form of damage mitigation in the game. That's why. You should have to go out of your way to get it.

If given the choice between attack block and spell block, would anybody every choose attack block first? When people die to spike damage, it's most often spells doing the damage.

I do think there should be more than one measly 12% spell block node in the tree though.
