Because it is MUCH better than other belts. That makes it a no-brainer, must-have item and makes all other belts undesirable junk. How would the game benefit from that?
This reasoning applies to all mega powerful items, which is why GGG states it tries not to have BiS items.

you do notice that this item could not drop. The best items drop in the hardest areas of the game. there are no areas over level 80. for the game to have higher level areas the level cap would need to increase as well to result in the same gampeplay time to reach max level. That is why there are NO level 90 items and I think there never will be any. Sidenote: Max resist is broken. If the belt would have nothing else it would be to strong with just that. There are many ways to get rid of status effects. I really do not think we need another one for no reason. Rest seemed like auxium so I did not care. :p

On a serious note: I think this is an auxium is too strong post. In the current meta it is very strong with the energy shield and the weapon ele damage. But we cannot say for certain what will happen when the snapshot changes arrive so hope for the best and wait till the meta changes, I guess. Auxium is a problem for only a handfull of people. I would not worry to much about it.

"Atziri's Splendour" must to delete ,because POE have "Icetomb" is enought.

Any more than Lv2 items should disappear
This game requires only the items Lv1 enough?
