Alacrity + agility pushes you up to 74 dex. Shouldn't be that hard to get a ring or an amulet, or even gloves that makes up the difference.

If running AA was possible on the passive tree alone, itemization would be too easy.

Which is the point, it's thematic. There's no reason that that particular gem needs to be green, it just is. It doesn't synergize particularly well with green attacks as a whole (which tend to be physical or phys conversions like most attacks) and its only real use is amplifying the cold damage on cold spells.

I strongly disagree there. Yes, Phys is generally stronger currently (on-weapon flat Phys gets way too many multiplicative multipliers to be balanced compared to Ele), but that doesn't mean you cannot run an Elemental Attack build using flat Elemental rolls like back in the days. Added Cold would actually be an option there.

Ranting about flat Damage
An Imperal Skean with ~20-70 Damage can get a +20-40 Phys Damage modifier, which roughly equates to 66% More Damage.
Multiply by local Increased Phys+Quality; something like 200% (Bloodthirsty + Conqueror's or something).
Multiply by global Increased Damage, let's say 100%.
Global More Damage: 50% from Melee Phys (or like 75% from Crown of Eyes/RF/PA bullshit).
(40+110) / 2 * 3 * 2 * 1.5 = 675 Damage

Elemental weapons get no Base, but pretty badass affixes, right. One-handed, just like the Skean, one tier below max for all three Elements:
30-60 Fire, 10-95 Lightning, 30-50 Cold.
No local multiplicative modifiers, no Quality.
Slightly better global Increased Damage. Let's say 300.
60% More from WED.
(((30+10+30) / 3) + ((60+95+50) / 3)) / 2 * 4 * 1.6 = 23 + 69 / 2 * 4 * 1.6 = 300 Damage

Welp. Luckily Wrath and Anger both grant way more Damage than your weapon ever will so you're fine. Kinda. Also, Added Cold will add more than twice the Cold Damage your weapon offers too (relative to your weapon, it's super good!)... So just get the fastest possible weapon and ignore Elemental Damage affixes because they have been out-powercreeped. If you get lucky, your Elemental Attacker sword might roll some extra +Phys and %Phys so you can deal even more Damage.

I'm not saying flat elemental isn't good, added cold is actually pretty good overall. It's just that the average dex build simply isn';t going to be getting a lot out of it since your multiplying options kinda suck. An old school mixed elemental build works with it... So basically Buzzsaw.

My point is more or less that Added Cold has no broad synergy with dex actives, and is used by essentially one build (cold caster). The fact that it's dex (or rather that it's not dex/int split) is essentially entirely thematic and not an explicit "if this was blue it would be OP" decision.

It is my sincere opinion that shotgunning needs a total overhaul (removal) so that casters can get some real balancing. Gems as a whole need an overhaul to make them appropriate thematically and statistically.
