Lightning strike vs Ground Slam

build wise, what would be the difference?

only thing i can think of is that 1 is lightning damage while the other is phys damage.

also,
what build would be cheaper (for 1st charc on new league)
what build will do more damage overall?
which build is easier to get more tankier?

Look at the "KEYWORDS". One sends out projectiles, the other is AOE. This means that they have vastly different builds in terms of the dmg. side.

Light strike builds can be made from all characters, allthough witchvariants are rare.
It can function as a ranged attack or a melee attack. You can use shield or twohanded. Crit or no crit.

Ground slam mostly comes from strength oriented characters, Templar, Marauder and Dualist.

It stays "ranged" a lot of the time. It can make use of stun more than most skills. If you can get a cheap http://pathofexile.gamepedia.com/Geofri%27s_Baptism you can get far.
