No problem. The changes I made to your build make you have roughly the same dex as me but you also have the accuracy nodes which I do not, and I am doing fine without them. You just need accuracy on gear and you're set. That weapon is definitely an improvement.

Once you start getting more passive swaps you'll be able to upgrade your passive tree more and more. Just try to trade useless gems for orbs and then those orbs for orbs of scouring / regret. Also, do all of the respec quests if you haven't already and you'll have enough to respec pretty much completely into what I linked.

You really need better gear dude^^
