PoE blocked in Steam for Russia (and probbly CIS)

Because it is region locked.

Does there need to be a reason why?

They have said they have plans for some of the region locked areas, but they haven't announced anything yet. Until then, play PoE using the stand-alone client you can download using the "download now" button at the top of the page.
