i checked every single boots i have on storage and on every character and i cant find it

Did you check your MTX Stash ('M' key or green $ button)?
If you still can't find it, send an email to support at the address in the Contact Support link at the top of the page, or you can send a Private Message to the Support account. | |

Don't forget leagues where you might have a stash but no exiles.

I'm sure this must have been brought up many times before but I'm surprised there's still no easy way, via the in-game interface, to find and reclaim Effects from characters without having to keep notes or search through multiple character and stashes across multiple leagues :(
