Terrible packet loss over the past 2 weeks

I've got nice stable internet everywhere else.
New wiring from Point-of-Entry to modem.
Replaced DSL Filter.
Changed 2 different routers.
Replaced modem.

Nothing seems to give any consistent results. The high latency and brutal packet loss is completely random (times, frequency, duration etc.)

Ran both WinMTR & PingPlotter during the most recent occurrence:

The small amount of packet loss(5% isn't too bad) and the massive latency you are getting is something you need your ISP to fix, it's not something you can personally fix from within your house.
