Unable to connect to patching server

I've got this problem : "Unable to connect to patching server".
I tried:
-turning off the antivirus and firewall;
-running the application as administrator;
-all kinds of compatibility modes;

I'm using the cable internet, however, my laptop found some crappy wifi and when I connected to it I could start the game.

Please help me!

I followed the instructions. Stiil not working. And I don't have the router since it's cable internet. The cable goes out of the building....
