How get gems with cosmetic effects to 20% quality when I reach them with level 20

Hi

finally I level up 2 gems to level 20, I pay to support to get effects on these 2 gems like, "has raised mummy skin" and "has dragonball effect"

I know there was a recipe that I can trade to vendor a gemcutter's prims and a gem level 20 to get in return same gem level 1 but with 20% quality. but I cannot do the trade I got this message:
"Items with costetic effects cannot be trade"

argg How I can get these gems with 20% quality ?

to be clear to reclaim effect click "M" and then click the item with the effect to reclaim it
