Unexpected Disconnection Constant

PoE is constantly disconnecting on my desktop. Can't even play 1 level without logging in again. Below is the WinMTR data. Could someone interpret it. I assume it is my provider but if someone can give me specifics to bang on them it would be appreciated. Thanks in advance.

Disconnects are still chronic. Literally had 7 unexpected in less than 5 min. I had my ISP out... Comcast. They said my upstream SNR was out of spec. A technician came out and said I had some old coax cables that were putting noise onto the line. Would this cause the unexpected disconnect theoretically? It didn't seem to help. When I disconnected the "bad" coax lines it became a little better but still am plagued by unexpected disconnects. I don't mind fighting my ISP but if someone could give me specific information to wrestle with them that would be primo.
