[Updated] How to get the Overcharged achievement at L22

Start a Ranger and progress up to Act 2 Normal. You should be L22 with 3 points from quest rewards:

1 - A1 Flooded Depths
1 - A1 Ship Graveyard Cave
1 - A2 'The Way Forward'

Frenzy Charge Generation (6)

+2 charges from dual Kaom's Sign

If I may add, you may as well include in this guide the Orb of Chance achievement. I used maybe 20 OoC on Coral Rings (dropped everywhere or a paltry 3x wisdom scrolls at the store) and ended up Kaom's Sign (and the achievement) rather than have to trade for one.

With just the one Kaom's Sign, you can pick up another +1 Endurance Charge on the skill tree just 6 small points to the left of the bottom-left +1 Frenzy Charge passive. If you kill all Bandits, thats only 5 levels though you may well get the levels first.

In any case, thanks for simplifying the tree. :D

Edit: One more achievement you may as well add. Its about 6 more levels to the +1 Endurance Charge (above), if you use up some of those respec points and you've got yourself an easy 4 keystone achievement. Here's the tree:
