Quality disappearing from items

Several days ago I used 20 whetstones to make my weapon 20% quality. After playing for a short time I noticed the quality was back to 0. Today I used 20 armor scraps on my chest piece to make it 20% and it turned back to 0% several minutes later.

What is causing this? I thought I was crazy at first but my buddy just told me it happened to him recently as well.

You used a Jewellers or a Fusing.
Both will remove the quality in exchange for a higher chance of more sockets/links.
