Is there a way to find the BEST item type in a league?

So, for example, I'm interested to see what THE BEST, mirror worthy 1h sword on Domination is. How and where do I find that?

You can only know what's posted in shop threads and possibly, in the item showcase. If people don't want to share, they don't have to. Try an indexer to see if any current mirror service out there for sword or find the best one. Or search in sell threads for mirror service I guess.

I thought that tyranical with max 169 is the highest mod ?

Tyrannical is a "Damage Scaling" prefix and there is a "Damage Scaling and Accuracy" prefix as well. Judging by the 99 accuracy on the weapon it's Conqueror's which is 65-74% local physical damage +% and 83-99 accuracy.

I could be wrong but that's my explanation for it.
