 I think this is the same issue...Tried to use Jeweller on unequipped gloves and no gems. Fails. Ref# 2590583275 |

So ilvl22... why wouldn't it flip from 1-3 sockets on using jeweller?

Once an item has the maximum number of sockets it can have, you can't use a jewelers orb on it anymore. This is a safety measure so you don't make something worse by losing sockets when there was no chance of improving it.
