Double my normal ping

I play at home, on 400ms, on Singapore (i live in Aus) and 420;ish on US. I get 40 ping in other games like DotA 2 and CS:S.
I work at a net cafe where i get 200ms to SG and 230 to US. i have the same connection speed as work.

Why am i on double ping?

I have disabled all firewalls during ping tests.

Its not related to the SG/Aus fibre cable because im getting double ping to US.

Diabling all Antivirus software reduced the ping from 410 to 380.

post is getting owned without reply.
Nobody else has experienced abnormal 200ms increase

remember this is not a spike, it is a very smooth 400ms.
