Problem with daggers and claws

1. i take the claws in right hand, dagger in my left. everything is OK. 
2. I try to take a dagger in right too and here the glitch, says that I can not use second dagger because my INT too low. but daggers are the same, requres INT 26, I have 32. 
3. i tried to take in both hands claws - the same problem. 
4. Here are just at 12 lvl i used two claws, everything was ok. pump up to the 13th and that's a glitch.
