Resolute Technique on Barracks Elites

I am using Heavy Strike and Resolute Technique on the elite charge soldiers in the barracks.

I hear the connection of my hit.
I see the connection of my hit - they even MOVE BACK from the push back effect of the skill.
But they take no damage.
It took me 3 connected hits (it didn't look like desync) to kill one that had no life, once.

Yet, Mark said no monster in the game has a chance to block? Are these guys the exception?

I'd like to know too. Maybe the reduced block chance passives aren't completely useless.

maybe they don't do it by nerfing the skill directly but by adding the ability to block everything to more monsters.

haven't read anything about it in the previous patch notes though.
