I'm wanting to try a elemental build ranger but does that just mean I need ele damage on my bow or the spells I use ? Or maybe some skills in the tree ? Thanks

Well a Ranger does not need to have a bow, so your first determining factor is the weapon. If you ARE using a bow, yes, elemental damage on said bow does wonders. You can compound this with +ele damage nodes if you decide you want to specialize in a specific element, but what is best will depend on what spells you want to be using. Pick a few spells you really like and try to build your passive tree to make them destroy anything in your way.
