Resolute Technique is Bugged?

I suspect desync spikes. I had them today, unlike normal desync it still appears things are moving around properly, but desync is still occuring and you are actually just attacking air! You have to be careful about it and be aware.
However it COULD be a bug, there are a few in the big patch, so I'm curious to see the first big bug fix. Alma 48:17

Yes, I noticed some misses with RT, too. But I think they can be all attributed to desync. (basically what you see is not what really happened :))

Does resolute technique work on PVP? or only in mobs?
