BUILD REQUEST: Infernal / Dominating Blow? *advice needed*

Sup guys

Alright so OB is fast approaching and everything I've tried so far has been pretty cookie-cutter. Now I'm looking for something a little outside the norm. Having said that, I don't want to waste time on a build that won't be competitive or able to do end game content etc.. With this in mind, here's a few questions for you PoE Vets and Theory Crafters:

Will either of these two skills be viable late game? Just how gimped would the character be?

If so, what would be the best support gems to use?

Any suggestions regarding passive tree builds?
