Strange movement error

EDIT - Sorry for the misleading name, saw it too late.
I played a week ago on my marauder. Now when i logged again, i found this strange bug with moving after using a skill. So, basically, i use any skill, for example lightning strike, and if i try to move back after that, i can't for like 2 seconds.

The problem is not me misunderstanding, it's litterally - use "skill name" , after the animation is over try to move, can't, stay in place for 2 seconds.

I've tried clicking a lot, like mashing the mouse button, but still nothing, i just can't move for a small period of time after using skills like burning arrow, split arrow, and etc...

Is this intended or it is a bug ?
