And why didn't they ask him why he killed in that order?

He followed the script.
There was not much order to it, it seems though that he planned to kill 1 to attract the cops and then lead them to the other victims. When the cops hit a wall he called in and told then where another victim is.

That was his first victim but the others were quite random. he could have killed them in any order.
