[Nemesis] Arctic Breath w/ EE Build - Viable?

Basic Idea: proc EE using fire or lightning, cast Arctic breath, freezing the mob and proliferating it to the rest of the mobs. Also running a lot of Auras, so i can be a strong support character for party runs. Im trying to provide buffs and hard CC, im not sure what the damage would be like though.

So how does this look? first attempt at theorycrafting, so i'm not sure if this is even viable. Also, if i want to freeze and prolif, should i run LMP on Arctic Breath or no?
