Wrong description in prefixes about Increased item quantity mods

Increased item quantity mods only go up to 16% still, but the site says it can go up to 19%.
This might be correct but, i have never seen 19% IIQ on an item, and i don't think anyone has yet, even if we divine a 16% mod, it wont go to 19%, just lower. I have used a lot alteration orbs when i was crafting on level 69 items and i have never gotten more than 16% IIQ. Is there a possibility that this prefix hasn't been introduced yet?
